So what is the best way to actually clean out a fule tank?  I have a 25 gallon plastic tank.  It has been drained and removed from the boat.  It just feels a little strange to spray it out with water.  Is there a better way of doing it?

Strange? I'd say it felt WRONG, I did it!!   Not only that but it worked well. We had the plastic fuel tank on the golfcart and it get full and water and nasties in the bottom. I drained it and looked and the bottom had clumps af greasy goo with grit in it. So, check this out, we squirted it with some Dawn dertergent, put about 3 big handfulls of gravel out of the driveway, put in a few gallons of water and shook and shook it. Believe it or not, it clean up like new! Of course I rinsed it VERY well and then, because we wanted to use it now, I put the gas power leaf blower blowing into the filler hole with the vent hose removed and let it blow the air through it for about 20 minutes of so (just at an idle). Put it back in the cart filled it and drove down to the lake! It works fine, just dry it good is all! Good luck, you wont have any trouble.

Used to clean old portable metal gas tanks that were rusted on the inside the same way. I'd throw some old nuts and bolts in there along with some alcohol (no not the drinkin' kinda Robbie) and shake the heck out of it. Works great, especially if you can get someone to do the shakin'

Try ice inside the tank to shake around and breakup the debris.  it will melt and can be dryed away and there will be no worries of any of it ever staying behind.  This is a good thing to do with rv tanks and a few gallons of water as you drive down the road.  When you reach your destination, the debris is loose and the ice is gone.  A little dawn with it cleans and degreases well too.

A friend just asked me about this on a boat he's looking at.  it was stored with afull tank of gas abotu three years ago.  I also recomended he purchase a new fule line, cut the existing line, and use the bulb to get a siphon going so he can easlily drain it.  Then when he's fully satisfied with the clean tank, install the new fuel line so you don't get debris from the old line.  Probably should replace the bulb too.
