    I was talkin to a gentelman from Vancouver who told me that both the Manitou and Crestliner Pontoons were foam filled, Are They? and if so what kind of foam, closed cell?

It would be closed cell, I don't know if those brands are foam filled or not.  Check the manufacturers web sites.  I do know that all U shaped toons are filled with closed cell foam.
