Will deck bolts ps15ssdb heads create a problem with vinyl flooring?? How much does the vinyl flooring weigh 30. & 80 mil ?? Are the fencing bolts long enough to work with the fence spacers ?? Thank-you !!!
As long as the pontoon deck bolt is pulled tight with the nut it will not cause a problem with 80 mil vinyl flooring. The 30 mil flooring weighs about 2.5 lbs per running foot. The 80 mil potnoon flooring weighs about 4.5 lbs a running foot. Yes the deck bolts are long enough to work with the fence risers, unless you have a crest pontoon boat. They reguire a longer fence bolt is most cases.
Where plywood ends butt together on a joist does both panels need bolts or only on the leading edge of the new sheet headed to dwarfs the bow? There's only about a 1.25~1.5" space where they butt together and running two edges with bolts/nuts might stress the plywood edge too much?
This is a very common issue. In this case I would recommened predrilling the holes for your bolts into the wood to preventing any splitting of the mariine decking. I would then run your bolt through and will be good to go and well on your way to having a great new floor for your pontoon boat that will last years.!

Do these have to be counter sunk into the plywood in order to install vinyl flooring ?
You will want to make sure that the head of the Bolt is fully flush with the plywood. This will avoid any imperfections in the vinyl.
